Objectives: • Define Protected Cohort™ as a safety category, not a status symbol. • Teach why some groups require structural protection for truth to be possible. • Establish boundaries: confidentiality, consent, minimum exposure, non-retaliation. • Train correct routing: how reports are handled when a cohort is involved. • Create baseline literacy for all later modules and governance layers.
Truth-aware, impact-aware, constrained by fear, dependency, threat, or systemic pressure. This state precedes disruption and often persists for years or generations.
If ignored: burnout, moral injury, dissociation, withdrawal, resignation System risk: truth bottlenecks; incidents repeat; cover-ups normalize Escalation risk: sudden rupture events (whistleblowing after collapse) Data risk: evidence disappears due to fear-based non-documentation
